GCEA Director’s Meeting May 2024
The regular meeting of the Board of Directors was held on Wednesday, May 15, 2024, in person. Meeting was called to order by Jaime Avalos, President at 12:05 pm and roll was called.
Finance Report:
Profit and Loss approved via email. Profit and Loss will be sent with approved minutes for distribution.
Minutes Approval:
April minutes were approved via Outlook voting buttons and should be posted in departments.
President’s Report:
Now that the MOU has been ratified, we are returning to a normal course of action within the GCEA.
Directors, in your positions, you are the voice of the employees. If a member has an issue and comes to you for assistance, do not hesitate to reach out to Ronnie, James Fagen, or Jaime for assistance.
Continuing to work with individual departments on certain matters contained in the MOU.
Working with Human Resources and the City Manager’s Office on eliminating sick time from being included on evaluations.
COLAs will go through on the upcoming payroll.
New medical rates will begin at the end of June.
All other MOU items go into effect upon the next contract date.
Updating our current bylaws will resume in June.
Opened for questions:
Matt Mancini asked about the 12 positions and the deadline for surveyed positions. Jaime will check with HR regarding this issue.
At the library, an issue has been raised regarding non-managerial staff volunteering outside of work hours for various organizations. Approval is required by the supervisor to volunteer for any position after work hours as a private citizen; this is specific to the City of Glendale. Jaime will review this with HR.
Vice President Report:
Ronnie thanked the negotiation committee for all their hard work.
POA is announcing their contract soon. Ronnie will update the board once the information is published.
It is time to launch a recruitment effort. Need to put a team in place to create a strategic plan for outreach.
COMMITTEE REPORTS:
Community Alliance – GCEA will be serving dinner on Thursday, May 23rd from 5 – 7 pm. If you are interested in volunteering, contact Barbara Pace. If you are volunteering, please wear a GCEA shirt. If you need a shirt, see Barbara or Jaime.
Welcome Bags will be distributed to new members once the bags are received.
Political Action – Committee will begin meeting with Council. The committee will begin assigning different committee members to watch council meetings and report what is happening.
Benefits – Jaime gave report in absence of Joe Palos.
It has been relayed to our new health broker that the membership is happy with the Anthem Plan and are hoping for no changes. New medical rates will be presented in July.
Social Media – Continuing to work with vendor on the new website creation.
Employee Assistance – No new loans. Remind members that we do have no interest loans available for those meeting qualifications.
Vendor – Nothing to report.
Scholarship – Meeting with committee next week to update and make changes to current requirements.
Disciplinary – Nothing to report currently. Remind employees directors are available for assistance.
New Employee Orientation – We currently are not receiving emails from HR on a regular basis regarding the meetings held. Jaime will address this issue with HR.
DISCUSSION:
Matt Mancini asked about an “oath of office” that members are required to sign. This was brought to his attention by a member who had an issue in signing this document.
Healthcare will be moving from the fiscal year to calendar year.
