Introducing our New GCEA President

Greetings GCEA Members,

My name is Sean Toro and I have had the privilege of serving the City of Glendale for 24 years, having joined in early 2000 as a Recreation Leader II in the Community Services and Parks Department. I was promoted to Assistant Project Manager in 2005 and served the community for the next seven years in the Parks Department. This period also marked my introduction to working directly with the community through public meetings and presentations to the City Council.

In 2012, I transitioned to Public Works Engineering, where I continued to focus on park development while also taking on the design and development of various city facilities. In 2015, my role transitioned to the Public Works Facilities Management Division, where I’ve had the opportunity to work closely with city staff across various departments—especially our building repair, custodial, and facility teams. This position has allowed me to collaborate with every department in the city, helping me gain a better understanding of the unique needs and challenges faced by staff.

My responsibilities now include managing tenant improvements, addressing facility service requests, and overseeing annual service contractors. Through these efforts, I’ve had the privilege of meeting with many of you to learn more about your needs and how we can support you in performing your job more effectively. It’s been rewarding to be part of this process and help ensure that your work environment supports your success.

Throughout my career with the City of Glendale, I have been a member of the GCEA, although my involvement has primarily been as a supporter from the sidelines. However, witnessing the dedication, commitment, and hard work of the previous administration during the recent negotiations has inspired me to step forward and take a more active role.

At this stage in my career, with the wealth of experience I have gained, I feel a strong sense of responsibility to contribute directly to the Association's future. I am eager to carry on the efforts of past leadership and help ensure that our association continues to advocate for fair treatment, better working conditions, and equitable policies for all of our members.

The recent negotiation cycle was a significant achievement for our collective, but there is still much work ahead. I am committed to addressing the challenges we face and ensuring we build on the progress we've made. Together, we can continue to strive for a workplace that is not only fair but empowers every employee to thrive.

I've already begun familiarizing myself with the challenges and goals of your departments and have started meeting with management to gain a deeper understanding of your needs. Over the next few months, I will continue meeting with department leaders to build stronger relationships that will help me better represent all of you, our members.
