GCEA Director’s Meeting February 2025
The regular meeting of the Board of Directors was held on February 19, 2025, in person in the Perkins Room and via Teams. Meeting was called to order by Sean Toro, President at 12:08 pm. Roll was taken. Guest in attendance: Anna Osborne, CEA
FINANCE REPORT:
The January Profit and Loss report was reviewed by the Finance committee and approved via email. The report will be distributed with approved February Minutes.
MINUTES APPROVAL:
January Meeting Minutes were approved via voting buttons. Please post in your department if you have not already done so.
PRESIDENT’S REPORT:
• Continuing to regroup after the fire disaster.
• Will continue to meet with groups along with Vice President, Patty Mundo.
VICE PRESIDENT’S REPORT:
• Continue to meet with member groups.
• Currently we have a couple of active cases regarding concerns and grievances.
• HR sent a survey, and you are strongly encouraged to take it if you haven’t already.
COMMITTEE REPORTS:
Community Alliance – Report given by Joe Palos.
• Ascencia has reached out needing assistance serving dinner.
• Currently looking into additional groups and organizations that need assistance.
• This committee needs board members to volunteer. Sean Toro and Leslie Fox have volunteered to join.
• This committee does participate in Cruise Night and Cesar Chavez Day activities.
Political Action – Report given by Patty Mundo.
• Still need to meet with this committee.
• Eric Montano and Scott Fenstermaker are the newest members to be added to the committee.
Benefits – Report given by Joe Palos.
• The Joint Labor Commission for Health Benefits is still on hold. Joe will investigate this further and report back to the board. Will reach out to Jaimie via email for the latest status report prior to his resignation. Sean has requested he and Patty be copied on the email.
• Joe will check into attending the Cal Pers Conference. Time off is paid time off to attend conference.
Social Media – Report given by Elisabeth Bergman
• Received 94 responses to the website survey. We will build a Q&A page for the website, please send specific questions that you feel might be helpful to the members.
Employee Assistance – Report given by Patty Mundo
• Stephanie is currently in the process of getting the Payroll Authorization form updated from current loan recipients. There is one (1) who has not submitted the form and if the form isn’t submitted loan will be called due.
• We have updated the loan application to include the payroll authorization going forward.
• There is currently $8500.00 out in loans.
Scholarship – Committee needs to hold a meeting.
Vendor – Report given by Stephanie Kinnison
• The GCEA will not be participating in the Health Fair.
Disciplinary – Report given by Patty Mundo.
• Anna Osborne will investigate training offerings on discipline actions and grievances for director training.
New Employee Orientation – Report given by Elisabeth Bergman.
• We will be adding the GCEA application slide to the presentation that is given to new employees.
• Keri will be hosting the new presentation at orientation. Patty will be in attendance.
Bylaws – Report given by Sean Toro.
• There will be a meeting on Wednesday, February 26th at 10 am in the GCEA office for review.
DISCUSSION AND COMMENTS:
• Stephanie will contact WAGE to see when and where the next meeting will be held.
o Wage stands for Working Assembly of Governmental Employees.
• Stephanie will be contacting FunEx about emails being sent directly to employees. Maurice will see what he can do to block or stop these emails as well.
• Funex has violated the agreement they had with the GCEA by allowing GMA to create an account. Stephanie will be addressing this issue with Funex.
• Mortuary Account was discussed for clarification for our new members.
• Anna Osborne, CEA was asked if a person could take vacation time for attending a protest or second job. In her professional opinion, yes you can use vacation time for these events.
• Leslie Fox asked if it would be possible for a member of the GCEA to be involved with the Threat Assessment Committee hosted by the City of Glendale. Sean is going to go to HR and ask to have some of our members on this committee. Leslie has volunteered to serve.
• Sean spoke about the most recent loss of directors and the need to increase the number of board members. How do we get more directors to staff our vacancies?
