GCEA Director’s Meeting September 2024
The regular meeting of the Board of Directors was held on Wednesday, September 25, 2024, in person and Teams. Meeting was called to order by Jaime Avalos, President at 12:12 pm and roll was called.
Guests in attendance: James Fagen, CEA and Tomi Malkhasian, PD Garage
Finance Report:
Profit and Loss approved via email. Profit and Loss will be sent with approved minutes for distribution.
Minutes Approval:
August minutes were approved via Outlook voting. Minutes were sent for distribution.
President’s Report:
Continuing to work with HR on MOU clarifications.
Followed up with HR regarding Salary Survey of 12 positions. According to HR there could be a city-wide survey done again next year. City is seeing a discrepancy between Glendale and other cities in salary. If city chooses to do another city-wide survey, they will hire an outside consultant to conduct the survey as they have done previously.
HR is considering implementation of three (3) new policies: Workplace Violence Prevention, Animals in the Workplace and Dress Code. All associations would review making sure that the new policies do not conflict with MOU.

Committee Reports:
Community Alliance –
Barbara Pace offered to assist with the committee through the holiday season.
CAC donated sleeping bags to Fosterall for their annual camp.
Political Action – If anyone is interested in joining this committee or would like to chair the committee, contact Ronnie.
Benefits – Nothing to report.
Social Media –
Elisabeth Bergman announced the new website that was sent to the board for review. We will begin targeting a push date to membership.
If your committee has anything specific that you would like to be posted, please forward to Elisabeth. Pages are made to be put up and taken down. If you want a page, please request two (2) weeks prior to the time you will need the page to go live.
If you have any news you would like posted, send it to the Social Media committee for approval and posting. Remember we need to be cautious about intellectual properties.
The more our site is updated the higher it goes in the Google search engine.
Directors should look at the About page on the website to make sure your data is correct. If you have any changes to be made let Elisabeth know
Employee Assistance –
New loan issued this month.
This committee will be meeting soon to revisit and possibly revise loan procedures.
There is a 12k cap for the calendar year.
Total dollar amount of loans issued at this time is $7k via four (4) loans.
Scholarship – Nothing to report.
Vendor - Nothing to report.
Disciplinary – Continue to work with employees over disciplinary investigations and interviews.
New Employee Orientation –
According to Kerri, Seta Elias and Elisabeth Bergman attended the most recent meeting.
Elisabeth has created a handout for new employees. These will be distributed during the NEO meetings
Bylaws – The committee is 95% done with the bylaw revisions. At the October board meeting we will present the bylaws for review.
DISCUSSION AND COMMENTS:
Iris Moreno Hernandez asked if we could begin sending out an email to the membership when the minutes are available online
NEW BUSINESS - Jaime Avalos announced his resignation from the board as President of the GCEA and will no longer serve. Ronnie Lira will be the interim President until an election is held in December.
